Climate proofing of public procurement. A strategic tool for advancing towards climate neutrality

Is climate change taken into account in public procurement? 

There is a growing awareness of the huge impact of public procurement worldwide. However, there is a lack of operable climate proofing methods, criteria and tools that enable contracting authorities to purchase goods and services that do not increase climate risks and impacts and that possibly contribute to both climate change mitigation and adaptation. 

Based on our experience in the evaluation of 8 public procurement procedures within the ongoing Horizon Europe project Climaborough, we suggest a new approach to climate proofing of public procurement, identify urgent research developments and recommend the amendment of public procurement policies to incorporate new criteria.
